If you buy the concentrated stuff you can dilute it to the required strength. 50:50 (empty 1L bottle into tank, refill same bottle from tap and pour that in) is generally OK for -10℃ to -12℃ which is as cold as you're ever likely to see in the UK.
Screenwash intended for winter use contains alcohol such as ethanol and isopropanol. The alcohol protects the washer system and prevents the screenwash from freezing.
